This type of "tax", call it what it is, acts as a regulation mechanism (regulating or reducing traffic that is) and as a means to collect revenue. People are stingy with there money. So now existing public transportation will benefit, or some entrepreneur will figure out a van pool or something to get people to work - and that is the idea.
