WASHINGTON, DC, June 12 — The US Senate’s Democratic energy leader does not expect a provision of the 2007 Energy Independence and Security Act (EISA) to restrict sales of oil produced from Canadian oil sands to US refiners, he told a Canadian-US business conference on June 11.

Senator Jeff Bingaman delivers a speech on the Senate floor pointing out the flaws in the Senate Republican energy proposal and calling instead for bipartisan support of a plan to put more oil on the market.The Senate is to vote on a Republican plan that would, among other things, open the Arctic National Wildlife Refuge in Alaska to drilling. In his speech, however, Bingaman says that there are millions of acres yet to be leased in areas poised for drilling. And, he says, millions of other acres have been leased, but no drilling has yet occurred.
Bingaman describes new climate change legislation, he and Senators Arlen Specter (R-PA), Tom Harkin (D-IA), Ted Stevens (R-AK), Daniel Akaka (D-HI) and
Lisa Murkowski (R-AK) have introduced. The bill would impose an economy-wide mandatory cap-and-trade program to limit emissions of greenhouse gases.
