Washington, DC - Margo Thorning, Senior Vice President and Chief Economist, American Council on Capital Formation, is interviewed about a study assessing the potential national and state economic impacts resulting from proposed climate change legislation.

The Senate Environment and Public Works Committee reports out S. 2191, the Lieberman Warner Climate Security Act. The Act would create a nationalcap-and-trade system for carbon emissions which are blamed for climate change.

The Private Sector & Consumer Solutions to Global Warming & Wildlife Protection Subcommittee of the Senate Environment andPublic Works Committee approved by a vote of 4-3 the America's Climate Security Act of 2007. The bill, introduced by Sens.Lieberman and John Warner (R-VA) now goes to the full Committee for consideration.

Sen. Boxer introduces Sens. Lieberman and Warner as they introduce America's Climate Security Act (ACSA), which is projected to reduce total U.S.greenhouse-gas emissions by as much as 19% below the 2005 level (4% below the 1990 level) in 2020 and by as much as 63% below the2005 level in 2050. The bill would set up a carbon cap-and-trade program.

The Committee takes testimony from chief executives of major U.S. utilities as well as other key stakeholders. In addition, Committee member Sen. Joseph Lieberman (I-CT) discusses his emerging climate change legislative partnership with Sen.John Warner (R-VA).
