The combined average global land and ocean surface temperature for July 2008 tied with 2001 and 2003 as the fifth warmest July since worldwide records began in 1880, according to an analysis by NOAA’s National Climatic Data Center in Asheville, N.C.

"Dramatic year-to-year temperature swings and a century-long warming trend across West Antarctica are linked to conditions in the tropical Pacific Ocean, according to a new analysis of ice cores conducted by scientists at the National Center for Atmospheric Research (NCAR) and the University of Washington (UW). The findings show the connection of the world's coldest continent to global warming, as well as to periodic events such as El Niño."

It is hoped that the fund will raise up to 21 billion dollars over the next 13 years from nations around the world. Norway has already chipped in, pledging 100 million dollars to kick things off. Brazil has made it clear though that donations are only being accepted with a condition of no strings being attached.

This reminds me of a story I heard as a kid. It concerned a farmer trying to get his mule to move, and a city-slicker who was watching the drama.
